My TUONO is a little over 3 years old and the battery no longer gives life to my bike. Use a battery tender OR am I due for a new battery?

Yes to both - get a new battery AND use a Battery Tender with it.

My original battery lasted over 8 years...

Get a new battery. Three years is about right. And like others said, use the Battery Tender (or another trickle charger) next time and it will extend your battery life. Use it religiously. Some people are under the impression that the Battery Tender (or other good trickle chargers) would overcharge the batteries and shorten the life. Not true.

I have battery tenders, just haven't needed one on this bike previously.
Guess I need to ride this bike more!
