does it actually give you 10mph top speed increase?

It depends on your setup... But for sure you won't loose any speed with the Polini vario, not like with the Multivar. Its almost like the original vario but with a broader ramp, so smoother accel.
Concerning the price, no doubt this package is worth the money if you see that you got the Polini kevlar belt (really good belt, 35 euro) and a spring (7 euro) with the vario (55-60 euro)

at the moment my bike is de-restricted and has an arrow extreme exhaust

The arrow is not a very good pipe on Ditech, so I doubt you will gain any topspeed with the vario. Smoother accel for sure. Anyway, if you want to try thats worth the money (check my last post). And you will get a kevlar belt, useful if you start adding pipes, kits, etc... Be careful, this package is for the Piaggio engine.

by smoother acceleration do you mean a more constant acceleration or quicker acceleration?

I mean both. But its hard to gain topspeed by changing the vario on the Morini Ditech cause the stock one is very well designed. On the Piaggio engine I don't know, but I suppose its not that much different.
