They look very similar to the outer VTEC intake and exhaust springs from the Honda V4 VTEC engine. Very similar progressive winding. But I'm sure that is the only similarity between the two....

Very common actually, the V990 has had them since 1998.

Kind of interesting that the outer case (brown) cover is structural. Must be bearings to support the starter gears? Not much room between the air box lid and the stacks.

Just how much cam timing adjustability do you need? With that much, you could probably make it run backwards!

The two intake cams are connected to the crank via chain/sprockets.
The exhaust cams are driven from the intake cams via gears on the opposite end.

The slots you are referring to are for alignment but not for degreeing in the usual way, because it would not allow adjustment of IN/EX independently.

The cutaway shows some opportunity for cleaning up the cast head ports.
