license entitlement question

i guy at work asked me a good question as he no's im into my bikes but i didnt no the answer so here it is.

hes got a driving license but its not a full license it sonly lets him drive automatic transmission cars,so if he wanted to ride a scooter what would he be able to ride using his license he has?

I could only find this,

If you have a full car licence, you are automatically entitled to ride a moped without L-plates (D-plates in Wales) if you obtained your full car licence before 1 February, 2001. If you obtained a full car licence after 1 February, 2001 you must first complete a CBT course and obtain a DL 196 certificate to validate your entitlement.

so i recon the same rule applies ring the dvla to make sure
