We used a lollypop stick when I was a kid, today a credit card and elastic band would do the same job, I'm thinking the 'silencer' to be a little OTT.
9yo boys tend to enjoy OTT. it's actually pretty neat, the card flaps over a chamber which reverberates through the muffler styled resonator. it sounds an awful lot like a dirt bike, and once per revolution when the card hits the reflector it produces a lumpy aftermarket cam type sound.
