you are definitly right on that being a noisy set up with just the cone air filter

Airbox drilled is a verry bad idea... you need to mod it with an extra intake tube, if you just drill holes you create vortexes in the airbox wich can in the worst case suck air away from the carb stalling the airflow and engine.
For Carbs up to 21mm its not needed, but it makes a nice deep (not to loud) sound even with a stock carb.

Not in the side of the air box, where the original intake holes are i simply added a few more, had no problems and it's a 21mm carb so i can claim i need it

It doesnt matter where you drill them, its the fact that there just holes and not tubes, it will actualy reduce airflow instead of increasing it as you get a vortex from the edges of the hole, Airboxes all got tubilar intakes to "straighten" the airflow as it comes into the airbox.
And like i said, it makes for a much nicer, deeper/heavier sound with out becomming anoyingly louder, and wen you drive it normaly you wont atrackt the atencion of the cops because the bike runs better at all throttle positions and doesnt make a loud/weird noise at half throttle etc.
