This is why i do not post advice much, i took that exact same scoot apart, EVERY nut and bolt, from a "dead stock" bike exactly like yours. It had tubed tires front and back. i don't know what you are reading on p.39, but maybe you can post some pics of it and the valve stem and tire. Then when you take the tire off send a pic of the tube with a hole in it so other will not be confused.
I do not have the bike handy right now.... but the wheel has a valve stem which is a threaded piece of metal. a nut at the stem base fastens it to the wheel. The stem has no rubber I can see.

I usually dont recommend it but if this link is the tube that you have, you might just want to fill the tire with "Slime" or other type of sealant and either replace the tube on your own or it will hopefully seal your leak well enough to get it to a shop. Remember- "Slime" is only a temporary fix. I have used it in the past with some success. Good luck.

Update: Yes the tire clearly says "tube type" contrary to what the owners manual says. I tried tightening then replacing the Schrader valve. Then filled tube with slime. still won't hold air. leak seems to be where the stem connects to the tube. Both local scooter shops closed Monday so I'm SOL for now.

Wow. It must be a pretty good sized leak if that stuff didn’t plug it. The good news is, depending on what condition your tire is in, the tube can be repaired easier than a tire patch or replacement. Will you be replacing the tube yourself?

This is a close up of valve stem. Maybe you can see a little of the green slime leaking out near the nut. I found some leak detector solution and dribbled it on the valve stem; it makes bubbles around the nut and apparently nowhere else on the tire. My guess is that the slime, meant to seal punctures through the tread side, is not helping as the leak is near the valve. Gravity and centrifugal force pulls the slime away from the valve area. I also think that the inner tube rubber has cracked (this may be the original inner tube, 10 years old) near the stem. Checking the tire, there does not seem to be a puncture, no nails, etc.
I do not have tools or time to take care of this myself. There's a scooter shop about a mile from work, where the Scarabeo still sits. I would like to fix this myself but at this point would prefer to hand it over to someone who knows what they're doing.
