It means there is no room for anything else. No room for even one more needle, roller, or ball as the case may be. Bicycles commonly use full complement bearings for steering, wheel bearings, and crank spindles in some instances.

I'm very farmilar with what a Full Compliment Bearing is. However, whether Cylindrical Roller or Needle Roller, they all must have some form of retention. Your link is to the NCF series Cyl' Roller Bearing that has an outer and inner ring assembly, so whilst no cage, the OR Aand IR hold the whole shooting match together, but not relervant to what we are looking at here, as we are looking at needle rollers.
Have a look at,

this shows the types of needle rollers available. If it is a caged type, it is not Full Compliment. If it is a Drawn Cup type, it can be Full Compliment.
Really don't know what you are arguing about Nonno, the bearings we are talking about are indeed drawn cup needle roller bearings with open ends.
just like this:

Has anyone tried KTM part 56503094400? It is listed as NEEDLE BEARING HK 1812 V AS1. It is an 18x12x24 needle bearing and the V is supposed to designate a full compliment drawn cup bearing, but I'm not sure what the AS1 means. They are $9.44 each at KTMWorld.com vs $13.99 each from Aprilia for AP8110065.

Now i find one of the shafts is marked badly. This was going to be so easy .No wonder the handling was feeling strange .
