The title of this thread and your question above ask two very different questions.
The answer to the title is yes 2001-03 are the same.
The answer to the question posed above for ANY of the earlier model Milles is no they are not all the same. 98-00.5 Millies have different upper front fairing, windscreen and headlight modules than the 01-03 bikes. That being said the whole front fairing as unit can be swapped between 98-00.5 and 01-03 bikes but the individual components can not be mixed and matched.
