I have some info on this vid.
The film was made by a pilot who knows the airport is closed to jets. (too short). Jet (Citation 2) made a low pass, he began to film the landing.
The Jet landed down wind, removing any chance of getting stopped.
The Jet was evacuated with all switches on, thrust levers in go around. Oops.
The water shorted/ closed the engine start switch.
My favorite part is when the rescue boat engine does not start right away. If it had been a pull start motor, this would have made a good comedy of errors great.
