I have an '01 Falco and of course I am up at my local dealer on occasion sometimes with and sometimes without my girlfriend. She is now all over me to buy her a Scarabeo 150 (because it is "adorable") but she has never ridden a motorcycle or scooter before.

My first question is this, is it tough to ride? I have never ridden anything but a BMX on tires that skinny (and the last time I did that was 10 years ago)? Secondly, would she need an MC license to ride it? I know if she has to take time out of her day to take the tests, she will drop the subject immediately.

Any help would be appreciated.

By most measurements no. Yes, you need a full license to ride a 150.

I wouldn't recommend it for a starter scoot.

I just bought a Scarabeo 150. In comparisson to my SR50, it is pretty easy to ride and cruises nicely. In all US States, it is a motorcycle, needs a title, insurance and you must have a motorcycle endorsement. That said, I think anyone who buys one should first take the motorcycle safety foundation course offered by most states. It is invaluable info and will make riding the 150 more enjoyable and safe!
