After a lot of confusion and through the help from a lot of folks on this forum, I have successfully derestricted my 2002 Mille!
I don't know that I'm familiar enough with the bike to notice any significant hp improvement, but I do notice that it feels much smoother and the pipe now sounds really deep, throaty and angry! It's really amazing what the stock pipe sounds like without the exhaust restrictor.
For those newbie do-it-yourselfers out there (like me!), here are the parts you're supposed to have left over when you're finished.
